Многие удивлялись декабрьскому решению Трампа одобрить поставку Джавелинов Украине. Как мы все помним, люди Трампа добились исключения пункта о поставке оружия Украине из платформы республиканской партии. Так что решение о Джавелинах выглядело достаточно неожиданно.

Те, кто пытались объяснить это видимое противоречие, -- в частности, я -- указывали на то, что в администрации Трампа есть люди с сильно отличной от Трампа позицией в отношении России. И, из-за некомпетентности Трампа, многие решения администрации принимаются в обход президента.

Однако, есть и другое объяснение, попроще. Сегодняшняя статья в NYT.

Ukraine, Seeking U.S. Missiles, Halted Cooperation With Mueller Investigation

In the United States, Paul J. Manafort is facing prosecution on charges of money laundering and financial fraud stemming from his decade of work for a pro-Russian political party in Ukraine.

But in Ukraine, where officials are wary of offending President Trump, four meandering cases that involve Mr. Manafort, Mr. Trump’s former campaign chairman, have been effectively frozen by Ukraine’s chief prosecutor.

The cases are just too sensitive for a government deeply reliant on United States financial and military aid, and keenly aware of Mr. Trump’s distaste for the investigation by the special counsel, Robert S. Mueller III, into possible collusion between Russia and his campaign, some lawmakers say. [...]

Volodymyr Ariev, a member of Parliament who is an ally of President Petro O. Poroshenko, readily acknowledged that the intention in Kiev was to put investigations into Mr. Manafort’s activities “in the long-term box.”

“In every possible way, we will avoid irritating the top American officials,” Mr. Ariev said in an interview. “We shouldn’t spoil relations with the administration.” [...]

In another move seeming to hinder Mr. Mueller’s investigation, Ukrainian law enforcement allowed a potential witness to possible collusion between the Trump campaign and Russia to leave for Russia, putting him out of reach for questioning.

The special counsel’s office has identified the man, Konstantin V. Kilimnik, Mr. Manafort’s former office manager in Kiev, as tied to a Russian intelligence agency. Mr. Kilimnik was also under investigation in Ukraine over espionage, but no charges were filed before he left the country, sometime after June. During the 2016 campaign, Mr. Kilimnik met twice with Mr. Manafort. In December, a court filing in the United States said Mr. Kilimnik was “currently based in Russia.”

Tillerson scheduled a meeting with the president to discuss the plan shortly after the national security team approved it last summer, and he raised the issue with Trump in their regular meetings over the next few months, officials said.
As the policy sat on his desk awaiting his signature, the president expressed concern that it would escalate tensions with Russia and lead to a broader conflict, officials said. They said he also saw Ukraine as a problem for Europe and questioned why he should have to do something about it. And he insisted Ukraine purchase the arms from the U.S., not receive them for free, officials said, before signing off on the policy in December.
"Tillerson just wore him down," a White House official said.
But Trump's ambivalence didn't end, officials said. In one instance afterward, Trump complained to his national security adviser, H.R. McMaster, that his decision could really escalate the situation in Ukraine to a war. McMaster, who was recently ousted, responded by telling the president there already is a war there, to which Trump shot back that the U.S. is not in it, an official said.

Хочу только сказать, что
а) я ставил деньги на поставку оружия Трампом именно потому что вижу определенную весьма прямолинейную логику в его действиях.

Он не за Украину, но он точно не за Россию.
И Джавелины - это очень простой аргумент в торге с Россией. Вы нам это, а мы не будем поставлять еще оружия в Украину, вы не хотите, ждите следующую партию леталки...

Кто действительно боялся поставки оружия в Украину - Обама. И это железобетонный факт.
Именно поэтому, как гражданин Украины, я был и остаюсь за Трампа.
Без эмоций. Чистый прагматизм.

б) теории заговора подобные указанным вам, очевидно, плохо предсказывают события в реальном мире, именно поэтому вы стали беднее на 100 долларов.

Впрочем, не буду пытаться вас переубедить.

Вы считаете теорией заговора то, что за джавелины хлопотал Тиллерсон? Или имеет в виду какую-то другую теорию?

И как вы относитесь к тому, что по договору джавелины будут бережно храниться на западе Украины, вдали от линии фронта?

Я считаю, что это не важно. Решение передавать было именно решением администрации Трампа. Здесь я сравниваю с администрацией Обамы.

Я думаю, что это не правда.
Чисто по тому, что я имею понимание об Украинской армии, я не вижу механизма как это может работать. Скорее всего Джавелины передадут в бригады (как иначе), а все бригады на востоке или на ротации. Точно также как и американские радары и американские радиостанции, все были и есть на войне.

Да и проконтролировать куда девает армия свою оружие, пока ей не управляют американцы - будет сложно. В общем я доволен.
