Report: Inmates control all 24 prisons in Honduras

Меня в этой статье вот что озадачило:

The commission said the prisons are so poorly guarded that the inmates could escape if they wanted to, especially in the prison in the city of San Pedro Sula.

"Prisoners do not escape because they prefer not to upset this balance," the former director of the San Pedro Sula prison told the commission.

Заключенные не убегают из тюрем, потому что не хотят нарушить равновесие?

А почему они не хотят нарушить равновесие? Что им с того равновесия?

Я бы предположил, что при таком бардаке и кормят соответствующе. Ну, вот если бы все желающие могли бежать из российских тюрем, много бы в них народу осталось?

Просто эта фраза вырвана из контекста, что с очевидностью следует из бессмысленности слова "this". Полностью все это звучит так:

The prison where the authorities’ lack of effective control and where real control lies with the inmates is seen most dramatically in the San Pedro Sula Prison. Here,the gate giving access to the main prison yard has two padlocks, one that the inmates lock from the inside, and the other closed by the authorities from the outside. The prison guards know that they must not cross into the yard (the yellow line, or “line of death”) without the authorization of the inmates, while the inmates refuse to leave the external perimeter in police custody. In this sense, as the then Director of the prison said to the Rapporteurship, the prisoners do not escape because they prefer not to upset this balance, since if they decided to do so, “not even the entire police force of San Pedro Sula could stop them.” Similarly, the second officer in command told the Rapporteurship that the prison authorities oft his prison “have no power to change anything”.

То есть "баланс" состоит в том, что вход и выход в тюрьме контролируется обеими сторонами, заключенными и тюремщиками. Технически заключенные могут устроить массовый побег достаточно легко, но они опасаются, что после этого, в будущем, лишатся своей доли контроля за входом-выходом. Иными словами, очевидно, что инициировать такой побег могут только "координаторы" из числа заключенных, а они слишком ценят свой статус.
