Думаю, многие сейчас интересуются официальными правилами, согласно которым будет определяться место команд в группе при равенстве очков.

На сайте ФИФа эту информацию найти не так уж просто, но можно. Вот она:

Qualifying criteria
The ranking of each team in each group will be determined as follows:

a) greatest number of points obtained in all group matches;
b) goal difference in all group matches;
c) greatest number of goals scored in all group matches.

If two or more teams are equal on the basis of the above three criteria,
their rankings will be determined as follows:

d) greatest number of points obtained in the group matches between the
teams concerned;
e) goal difference resulting from the group matches between the teams
concerned;
f) greater number of goals scored in all group matches between the teams
concerned;
g) drawing of lots by the FIFA Organising Committee.

The teams finishing first and second in each group will qualify for the Round
of 16.

То есть результаты игр друг с другом рассматриваются только после того, как общая разница и общее количество забитых голов окажется одинаковым.

Мне кажется, что при четырёх командах в группе в один круг - это правильно (а вот, скажем, в национальном чемпионате, наверное, нет).

Да даже в отборочной группе европейской, где есть очевидный аутсайдер, вроде Андорры, неправильно. Ну так там последняя команда исключается, по-моему.
