I was unable to find any reference to Romney speaking on the subject. Did he though? Regardless, even if he did, or did not attempt to justify Garland's Senate-block (the way Graham and several others did), it only makes the hypocrisy marginally less apparent. The fact that he didn't play a part in act one doesn't make it any less of a circus when he joins the cast in act two.
