А через сколько секунд вы себя чувствуете not safe без мыла?
Я в каком-то походе три дня без мыла прожил.

Я не согласен с объединением safe and sanitary в одну конструкцию; без уточнения временных рамок.

И когда именно CBP нарушил условия соглашения 1997 года.

Ну, так зачем вы голову морочите? Сказали бы, что в мыле и зубных щетках на период пребывания in CBP custody нет необходимости, и все.
