If so, what is the minimum number of victims that is required? Just so that I don't ask this question again in the future.
And back to the case in New Orleans. Don't you think it is just plain luck that nobody was killed? After all, people die in car accidents all the time; they don't have to be terrorist acts for people to die. And a truck running into a crowd sounds like a serious enough accident to me.
