This is an accurate description of Russian politics. Trump is trying to make it like that in the US but we are not there yet and hopefully will not be.
That said, I don't see any objective reason why a judge cannot be nominated and approved. It seems in line with the Constitution. Blocking Obama's nomination of Garland was unconstitutional, clearly.
