С точки зрения формальностей тут все было четко - по крайней мере со стороны Линч. Естественно, она не обязана была уходить в отставку. В законах нет такой нормы - иначе бы родственники подозреваемых могли бы добиваться отставки прокуроров просто повстречавшись с ними на улице, в кафе или туалете и сказав им "Hi!"
Но вот с точки зрения прозрачности, если бы Линч не объявила о том, что она согласится с предложенными ей рекомендациями заранее, а сами рекомендации не были бы сделаны публично, дело бы выглядело так. Линч сказала бы, "Я изучила предложенные мне рекомендации и приняла решение не предъявлять Клинтон обвинительное заключение. А в чем состояли эти рекомендации, я вам не скажу, потому что тайна следствия."
И я почему-то подозреваю, что в этом вырианте вы бы нашли ничуть не меньшее "искривление правосудия".
