Меня одновременно огорчает и раздражает, что разумные люди принимают за чистую монету высказывания Джонсона о том, что он планирует (каждый раз по-новому), одобрить какую-то версию помощи Украине. (Его последняя "идея": “Any funding of the President’s supplemental request should be premised on meaningful policy … at our southern border.” Мой комментарий: Do you have no shame?)
Ну, люди буквально приводят в комментариях высказывания Джонсона, как свидетельство его благих намерений!
Однако вопрос о том зачем Джонсон полгода морочит всем нам головы рассказами о том, что он хочет помочь Украине, вполне имеет смысл. И, на мой взгляд, хороший ответ на него предлагает Timothy Snyder.
Единственная реальная возможность добиться одобрения Конгрессом помощи Украине — это добиться голосования за одобренный Сенатом пакет (который также включает в себя помощь Израилю и Тайваню). Добиться этого можно, собрав 218 подписей под discharge petition, которая на данный момент имеет 191 подпись. Цитирую Снайдера:

By bringing up Ukraine, he is giving members of Congress an excuse not to sign the discharge petition.
For the last six months, all of Johnson's ploys have had the same logic. Make a promise, create some hope, generate excuses for European and executive branch inaction, weaken Ukraine, advance Russian genocide.
Press coverage dwells now on hope rather than recalling that Johnson's entire record thus far as Speaker involves dishonest gambits to prevent Ukraine funding.
