Here's what McConnell said:
I've just had an opportunity to speak with President Trump, and he would, I would say to all my colleagues, has indicated that he's prepared to sign the bill. He will also be issuing a national emergency declaration at the same time. And I've indicated to him that I'm going to prepare -- I'm going to support the national emergency declaration. So for all of my colleagues, the President will sign the bill. We'll be voting on it shortly.

It's a good thing for Republicans there's nothing going on right now that virtually every Democrat considers a national emergency and that the next Democratic president won't be able to get any GOP votes to deal with.

It's *especially* good news for Republicans that if there were such an emergency, it definitely wouldn't involve large scale funding for engineering projects. That would really be bad.

Finally, it's *really* good news for Republicans that the current Democratic presidential candidates are totally ignoring the most militant activists on this hypothetical emergency and not, say, rushing to align themselves with their demands.

Declaring a national emergency would be a *very* unpopular step.

It's unclear whether it would fade into the background as it got tied up in the courts, or would remain a salient issue for some time.
