Да и по нашим законам (https://www.archives.gov/federal-register/codification/executive-order/12333.html#1.8) всяких ограничений полно:

1.8 The Central Intelligence Agency.

2.12 Indirect Participation. No agency of the Intelligence Community shall participate in or request any person to undertake activities forbidden by this Order.

Трамп обещает не вербовать агентов, очень похожая ситуация была когда Эйзенхауэр пообещал не посылать разведывательные самолеты U-2, после сбитого в 1960м.

Интересно, писали тогда заголовки "Эйзенхауэр и Хрущев против ЦРУ" ?
