Such a decision reinforces the worst instincts that prevail in Russia—and possibly even among some Americans—that Ukraine is not a truly independent country and that Russia can, with U.S. endorsement, determine its fate. U.S. cannot and will not negotiate away rights of Ukrainian people. Only Ukrainians can decide their future, and they have made clear they want their sovereignty, their territory, and to be part of Euro-Atlantic structures. They have full U.S. support.
